Project manager

Nature of the Work

The position of Project Manager entails responsibility for the management, coordination and quality control and of the technical and administrative activities for the operation of one or more material resources projects of the school board. The project Manager is responsible for managing standard and minor projects of the EMSB and attaining the project management objectives of the School Board regarding construction projects. Following the practices outlined in the Material Resources project management guide, the incumbent must operate in compliance with laws, codes, norms, rules, standards and regulations governing the School Board.

The position includes, in particular, the following responsibilities:

  • Manage execution of a portfolio of standard or minor projects (> $100,000), as outlined in the MR project management guide by deploying the EMSB’s 6 project management objectives (schedule, budget, impact on operations, quality, safety and security, and customer satisfaction, as per the Project Management Guide), coordinating project team and using recognized project management methods (PMP) to deliver projects and respecting project timelines.
  • Manage execution, under the direct oversight of the Project management coordinator, large and complex construction projects, substation projects, maintenance, customer driven projects, and investigations using standardized processes and technologies.
  • Manage project quality and compliance with the law on contracts for public bodies and its two regulations on construction and service contracts as well as the law promoting the supervision of contracts of public bodies and establishing the Autorité des marchés publics (AMP). Carry out administrative tasks related to project including compliance reports, closing and archiving of projects (Maximo) to support reporting & accountability.
  • Coordinate between the various internal and external stakeholders of an infrastructure project.
  • Coordinate, manage and evaluate the performance of a team of external professionals composed of several members and ensure the follow-up of projects the candidate is responsible for, by respecting EMSB standards.
  • Maintain alignment with all project stakeholders in terms of planning and implementation.
  • Identify, avoid and mitigate the impacts of projects on school operations, both in terms of education and related operations such as: administration, janitorial services, room rentals, parking, student transportation, snow removal and any other possible activity.
  • Award contracts to service providers based on the call for tender process lead by the Project Planning Coordinator.
  • Update project data in the asset maintenance (Simacs, Maximo) in accordance with requirements and the project roadmap.

The incumbent will participate, on a rotation basis, in the duty roster (watch and guard of buildings) for weekends, evenings and holidays.

Requirements and Qualifications 

  • Diploma of Collegial Studies (DEC) in a relevant field (business management, engineering, or a similar field preferred) AND six (6) years of relevant experience or Secondary V diploma in a relevant field of study or valid certificate of qualification for the practice of a trade relevant to the position AND ten (10) years of relevant experience.
  • Undergraduate degree in a relevant field of study, preferably in Engineering or Architecture, certifying a minimum three-year university program or hold a senior executive or senior staff position in a school board for which an undergraduate degree is required under the minimum qualifications, is considered an asset
  • Four years of experience in relevant fields, including one year of project management experience
  • Recognized professional designation (i.e., Ordre des ingénieurs du Québec or Ordre des architectes du Québec), an asset
  • Project Management Professional (PMP) certification, an asset
  • Experience managing large, complex infrastructure projects and significant project budgets (2M+), an asset
  • Project management experience working on major public infrastructures, an asset
  • Knowledge of Maximo
  • Knowledge of SIMACS, an asset
  • Proficiency in MS Office Suite – Excel, MS Project, PowerPoint, Teams
  • Strong focus on process efficiency & optimization, and continuous improvement

Psychologist

Nature of the Work

The position of psychologist encompasses, in particular, responsibility for prevention and screening activities, providing assistance and guidance to students experiencing or likely to experience social maladjustments or learning difficulties, evaluating the psychological and mental functioning and determining an individualized education plan in order to foster psychological health and restore mental health of students in interaction with their environment and support them in their educational path and in their personal and social development. 

Tasks and responsibilities

He or she assesses students via classroom observation, interviews, testing, portfolio assessment, etc., conducts psychoeducational evaluations of students who are being considered for special education services and/or for whom a specific intervention/behaviour program may be advisable and  analyzes results of such evaluations with a view to formulate appropriate recommendations.

He or she provides individual and group counselling, where possible, to students who present problems of a social and/or emotional nature, as well as provide crisis intervention, where possible, to pupils who are experiencing a crisis in their lives and require such supportive intervention.

He or she follows-up where possible, on referred student’s progress via classroom observations, interviews, evaluations, and consultations with other individuals (e.g. teachers and parents).

He or she provides input, where applicable, with respect to the formulation of objectives, strategies etc. as part of the Individualized Education Plan process, recommends intervention techniques within the school milieu (e.g. classroom management, remedial programs, etc.), meets with parents for the purpose of discussing their child and enlist their cooperation and input in the educational process, as well as assists in promoting the integration of special needs students within the regular classroom where feasible.

He or she communicates with other school boards, hospitals, clinics, CIUSS, etc. for the purpose of sharing information regarding certain students as well as investigates external resources and provides information to in-school personnel, parents and other professionals.

  • Master’s degree in Psychology or the equivalent
  • Member of the Ordre des psychologues du Québec or in the process of applying for membership
  • Fluency in English (both oral and written) and have a strong working knowledge of French (both oral and written)

Occupational Therapist

Nature of the Work

The position of occupational therapist encompasses, in particular, responsibility for developing and implementing an occupational therapy treatment and intervention plan for students so as to develop, restore or maintain their skills, compensate for their disabilities, minimize handicap situations and adapt their environment to foster their optimal autonomy and help students pursue their educational path.

Main tasks and responsibilities  

The occupational therapist analyzes the students' functional skills, including students with handicaps or social maladjustments and students suffering from a mental or neuropsychological disorder attested to by a diagnosis or an evaluation conducted by qualified personnel.

He or she determines, as part of an individualized education plan, an occupational therapy treatment and intervention plan to meet the student's needs. He decides on the use of restraints, if necessary. 

He or she helps the student through individual or group therapy sessions in the areas where he or she experiences delays to enable him or her to reach the maximum level of functioning; through activities and the education community, 

He or she promotes generalization of learning so as to develop skills to live a productive and independent life.

He or she works with a multidisciplinary team to draw up and review a student’s individualized education plan by including the occupational therapy treatment and intervention plan in the plan, if necessary.

He or she participates in defining intervention objectives and means; he or she works with other team members to ensure concerted and coordinated interventions and the achievement of objectives.

Guidance Counsellor

Nature of the Work

The position of guidance counsellor encompasses, in particular, responsibility for providing assistance, advice and guidance as well as evaluating the psychological functioning, personal resources and environmental conditions of students in the youth and adult sectors. He or she participates in developing and maintaining active adaptation strategies in order to enable students to make personal and professional choices suited to their personal characteristics and to their environment, while on their educational path. 

Main tasks and responsibilities  

The guidance counsellor participates in developing and implementing an academic and vocational guidance service, while respecting the academic and administrative requirements of both the educational institutions and the school board. 

He evaluates students (individual or group meetings) with respect to their interests, aptitudes, abilities, personality, professional experiences and personal needs, using appropriate methods such as psychometric tests, direct observations and information provided by teachers and other school resources and, where applicable, parents.

He or she evaluates individually, as part of an individualized education plan, a student's mental disorder, psychological functioning, personal resources and environmental conditions, including a student with a handicap or social maladjustment as well as a student suffering from a mental or neuropsychological disorder attested to by a diagnosis or an evaluation conducted by qualified personnel. 

Through individual or group counselling sessions, he or she helps a student to carry out a self-analysis and to build an overall image of himself, explore and clarify his situation and determine personal and professional goals, grasp the information received, understand, assume and overcome his personal and social problems.

He or she provides support to students in their search for means aimed at enabling them to overcome the difficulties associated with their educational profile and their social and employment integration. 

He or she provides information and advice to parents on the measures required to provide help and guidance to the student in defining and carrying out his educational and career objectives.

Requirements and Qualifications

  • Master of Education degree (in Counselling) or the equivalent
  • Member of the Ordre des conseillers et conseillères d’orientation du Québec or in the process of applying for membership

Speech Therapist

Nature of the Work

The position of speech therapist encompasses, in particular, responsibility for carrying out prevention, screening and evaluation activities with students experiencing or likely to experience hearing, language, speech or voice problems and for determining and implementing a speech therapy or audiology treatment and intervention plan focussing on developing, restoring or maintaining communication skills of students in interaction with their environment and help them pursue their educational path

Main tasks and responsibilities 

He or she provides the following services for students with communication difficulties: identification, intervention, consultation, and in-servicing of in-school personnel, parents, volunteers, etc. Communication difficulties include difficulties involving speech (voice fluency, articulation) and language (receptive and expressive). 

He or she develops appropriate intervention programs for individual students or small groups of students, supports parents, teachers, other professionals and paraprofessionals in the implementation of the intervention programs.

He or she promotes preventative programs in the speech and language domain and creates or collaborates in the formation of special projects within the speech and language domain (I.e. language stimulation program, development of resource materials or training facilitators). 

He or she provides general information to parents, teachers and others who help students regarding speech and language techniques, materials and activities.

He or she works in collaboration with Education Consultants (special education) regarding communication programs in the special education classes, facilitates the obtaining of additional resources such as external services. 

He or she participates in multidisciplinary meetings as requested and organizes and presents workshops for principals, parents and other professionals.

Requirements and Qualifications 

  • Master’s degree in Speech-Language Pathology
  • Member of the Ordre des orthophonistes et audiologistes du Québec or in the process of applying for membership
  • Fluency in English (both oral and written) and have a strong working knowledge of French (both oral and written)
  • Experience as a Speech Therapist, preferably in the field of education

Maintenance Worker Class II (Temporary Replacement for On-Call Substitution List)

NATURE OF THE WORK:

The principal and customary work of an employee in this class of employment consists in carrying out the maintenance work as well as the preventative and physical upkeep of buildings, grounds, equipment and swimming pools.
